Gigantic fusion power plants and matter conversion cores help in furthering the structure's self sufficiency, as well as fully complete communities and ressources, and in some cases, even alocated military forces and ressources such as vehicles, troops and weapons.
The citadels have a fully self sufficient and long lasting ecosystem, with their own forests, lakes and so on. Everything is recycled, and the citadels still have mining operations as to increase their reliability further.
